Seven steps from solicitation to submittal.

  1. 1

    Register before you need to

    UEI on SAM.gov, Colorado VSS vendor account, BidNet profile, and a W-9 plus certificate of insurance on file. Registrations take days to weeks; solicitations take days. Do this cold, not under deadline.

  2. 2

    Read the selection method first

    IFB = lowest responsive price. RFP = best value, scored. RFQ / QBS = ranked on qualifications, fee negotiated after. Engineering services are usually QBS under the Brooks Act, so a low fee does not win — a matched, provable record does.

  3. 3

    Score yourself against the evaluation table

    Every solicitation publishes point weights. Write directly to them, in their order, with their words. If 'local knowledge' is 20 points, that gets its own headed section with named projects and counties.

  4. 4

    Go / no-go honestly

    Bid only where you already meet the mandatory minimums, the scope matches past work, and the schedule fits your load. A thin proposal costs money and burns credibility with that owner for the next cycle.

  5. 5

    Build the response from a kit

    Keep a maintained library: firm profile, PE and Masters credentials, project sheets, resumes, references, insurance, safety record, fee build-up. Assembly should take hours, not nights.

  6. 6

    Price with a defensible build-up

    Task-level effort, subconsultants, reimbursables, contingency, and escalation — shown as a total all-in fee. Owners fund the number they can defend to a board.

  7. 7

    Debrief every single time

    Win or lose, request the scoring sheet. Public agencies must provide it. Three debriefs will tell you exactly which two sections are costing you awards.

  • IFB — invitation for bid, lowest responsive price wins.
  • RFP — request for proposal, scored on best value.
  • RFQ / QBS — ranked on qualifications, fee negotiated after.
  • On-call — pre-qualified pool issued task orders for years.
  • Addendum — binding change to the solicitation; acknowledge every one.
Disqualifiers
  • Missing an addendum acknowledgment.
  • Late upload — portals close on the second.
  • Page or font limits exceeded.
  • Unsigned or unnotarized forms.
  • Insurance limits below the stated minimum.
